MINUTES OF THE MEETING OF BUCKLAND PARISH COUNCIL

HELD ON 14th APRIL 2009 AT 7.45pm

09.51 To receive apologies for absence

Apologies were received and accepted from Cllr C White, Cllr Mrs Gosling and Cllr McIntosh

09.52 Open Forum

Traffic monitoring – It was suggested that two vehicle activated signs would be most beneficial. New waste recycling centre - concern was expressed that toxic fumes from Slough must be going somewhere.

Cllr Paternoster reported that the County Council is looking elsewhere for an incinerator.

It was noted that Aston Clinton is now on the Road Safety Partnership list. It is important that we target speeding vehicles at the most effective times of day. The Clerk will contact the RSP to thank them for their attendance. Cllr. Paternoster to find the name of the co-ordinator. The Clerk will make enquiries about the timescales for the erection of the vehicle activated signs.

09.53 Minutes

The minutes of the Parish Council Meeting held on 9th March 2009 are to be ratified following slight amendments.

09.54 Declarations of Interest

As trustees of the village hall, Declarations were reported by Cllr Hedges and Cllr Mrs Paternoster declared a personal interest in the planning item relating to "Rathlin" under agenda item 9.57

09.55 Clerks Report

The Clerk is to report that Cllr Hedges fell in a pothole opposite the Archery Club. A photograph is to be taken and sent to Jim Stevens.

The Clerk reported that a phone call had been received from the occupier of Pound Orchard querying whether the footpath has been diverted. A letter is being sent to the Parish Council. In the meantime it was AGREED that the gate should be moved back to its original position.

The Clerk reported that the Insurance renewal had been received; it has increased by 6.6%. Alternative quotes will be sought.

The Clerk provided the parish gang report sheets and dates when the parish gangs will be in the Wendover area.

The Clerk also confirmed that a speaker from Bucks CC has been organised for the Annual Parish Meeting.

09.56 Finance

The payment of accounts was proposed by Cllr Hayward, seconded by Cllr Hedges and unanimously APPROVED. Balances of both bank accounts were reconciled.

09.57 Planning Applications

New Applications

09/00601/APP - Rathlin, New Road, Buckland. Two storey rear extension. No Objections

Minor Amendments

08/01873/ATP – All Saints Church, Buckland. Fell one Lawson Cypress

Amendment – Additional information relating to the cost of underpinning and replanting

Cypress – Liquid Amber, this variety must be agreed with the Parish Council if it is planted in the burial ground. These conifer trees were planted by Jack Clark from Ramblers, a veteran, as a backdrop to war memorial. There is some concern that a historical part of the village will be lost if these trees go. The Parish Council will apply for a Tree Preservation Order to be placed on the Cedar.

Decisions

08/2083031/NWF – 182 London Road, Aston Clinton. - Erection of 1 new dwelling with detached garage and stable block and replacement of garage for existing dwelling. Planning Inspectorate decision – Appeal dismissed

09.58 Burial Ground

A request for burial in the graveyard has been received from a previous long term resident in the village. Subject to confirmation the Parish Council APPROVED this request.

The new Graveyard Regulations were unanimously APPROVED.

It was suggested that the Parish Council should consider whether glass containers should be prohibited in the Churchyard the Clerk will make enquiries of other parishes.

The Clerk will email all councillors with 3 or 4 dates to meet and discuss the new plans for the Graveyard.

09.59 Website

Meeting to be arranged with the Clerk, Cllr. Hayward and the website co-ordinator to discuss the content for the Council web pages.

09.60 Primrose Copse, Allotments & Grasskeeping

There was nothing to report.

09.61 Transportation

It was noted that there has been a revision to the speed limit changes on London Road at Tring Hill; the Parish Council will confirm its approval of the change from 50mph to 40mph.

The Transportation Service of Bucks CC has undergone some changes; all councillors were provided with a copy of a letter outlying these changes.

Additional funding has become available for Highway Maintenance. Councillors were provided with the dates that the parish gangs will be in the Wendover area.

It was noted that Aylesbury Vale Transport Users Group are due to hold a meeting on 21st April 2009.

The Clerk will contact the Gas Company asking for the grass verge at the corner by the crossroads to be reinstated to its original condition.
