MINUTES OF THE MEETING OF BUCKLAND PARISH COUNCIL

HELD ON MONDAY 9th FEBRUARY 2009 AT 7.45pm

09.17 To receive apologies for absence

No Apologies were received.

09.18 Open Forum

It has been noted that traffic on the London Road seriously increases when there is a problem on the by-pass. The concern is that despite requests no action has been taken by BCC regarding traffic calming. Enquiries are to be made about signs other than ’30 mph’ e.g.: ‘THINK’

09.19 Minutes

The minutes of the Parish Council Meeting held on 12th January 2009 were unanimously approved and duly signed.

09.20 Declarations of Interest

As a close neighbour, Cllr Paternoster declared Personal & Prejudicial interest in item No 09.23. Cllr Hedges also declared a personal interest in this item.

09.21 Clerks Report

Nothing to report

09.22 Finance

The payment of accounts and agreement of balances were proposed by Cllr Hayward, seconded by Cllr Hedges, and unanimously APPROVED.

Cllr Hayward proposed, Cllr Hedges seconded and all AGREED the expenditure of £550 for fencing at the burial ground. It was proposed by Cllr McIntosh, seconded by Cllr Hayward that expenditure up to £750 be delegated to the Clerk for this project.

New Applications

09/00175/AGN - Moat Farm, Buckland Village. Erection of agricultural building for storage of machinery and bales

The Parish Council is concerned about the siting of the proposed structure close to the Scheduled Ancient Monument (moat and fishpond).The Parish Council is also aware of its close proximity to the setting of two listed buildings, Moat Farm House and Great Moat Barn, and would like to bring this point to the attention of the case officer and the historic buildings officer. In view of the short period of consultation, Members would like to be reassured that the relevant neighbouring properties have been notified, allowing them time to submit their own comments, because there may also be issues of loss of residential amenity.

Cllr Paternoster and Cllr Hedges returned to the meeting.

09.24 Planning Matters

Decisions

08/02710/APP – The Gospel Hall, Buckland Wharf - Demolition of existing building and erection of one dwelling and formation of new vehicular access Decision - Permitted

09.25 Burial Ground

It was noted that a formal request has not been received by Dr Genie White for consultation on the burial ground; the Clerk will send a copy. Some ideas have already been discussed with the rector; a tree would replace the conifer, should the removal be approved. Autumn colour would be a part of the planned improvement. It was reported that the Yew trees at Church Farm have a disease; it would be prudent to keep a close check on the trees in the Churchyard and Burial Ground.

It was AGREED that plans for a Memorial Garden for cremated remains should proceed. Iron fencing removed previously between the churchyard and the burial ground to be re-erected between the churchyard and Church Farm. Mixed native species hedging to be planted along this boundary and also along the new wooden fence to be erected between the burial ground and the grenn lane. It was proposed by Cllr Hedges and seconded by Cllr Mrs Paternoster that the Clerk should have delegated powers of expenditure up to £1,000 in consultation with two councillors, for this project.

09.26 Newsletter

It was suggested that anyone who wanted to be on a village e-mail list, should register their interest at the info@bucklandvillage.com

The Clerk will contact Tony Penn for details on the opening of the Buck Pub in May 2009.

It was AGREED to change the date of the Annual Parish Meeting to Tuesday 14th April 2009, after the Parish Council Meeting.

09.27 Website

The Clerk will e-mail Cllr Hayward with some convenient dates to meet discuss the website

09.28 Primrose Copse, Allotments & Grasskeeping

It was reported that no other quotes have been received and it was agreed that a decision will be made at the March meeting

09.29 Transportation

There is concern that there is still a drug problem along Lower Buckland, and the current work on the bridleway north of the Aylesbury Arm canal, by giving vehicular accress to Coolege Road North and the bypass will enable offenders to escape from the Police. The Clerk will write to Chris Williams at Bucks County Council to explain the position. The following points need to be made:-

Bucks County Council did not contact Buckland Parish Council concerning these works

Because there is known criminal activity – were the Police consulted

Traffic from College Road North will now use Buckland village as a short cut to Aston Clinton

What is the cost of this work, given that this Parish Council has great difficulty in getting potholes repaired?

There needs to be some kind of restriction to prevent Buckland from becoming a through village.

The next Local area Forum is due to be held at 7pm on 23rd February 2009 at Stoke Mandeville Community Centre, when this matter can be raised.

It was reported that salt that was left by Bucks County Council at the crossroads has been stolen and a letter will be sent to the offender.

The Clerk will pursue the installation of a Vehicle Activated Sign. A question was raised as to what other signs are available to be used in conjunction with the Vehicle Activated Sign.

It was reported that the potholes particularly in Buckland Road and outside 130 London Road require attention. Clerk to report to Highways on Call.
